Underplaying wind factor

The sculpture image suggests an eventual fate similar to that of a structure that failed rather badly, rather dangerously, rather expensively and rather publicly in Manchester, in the UK: The B of the Bang.

Light wind was all it took to induce vibrations in its extended spikes sufficient to cause metal fatigue failure. It was quite unnerving to be near as it hummed as well as vibrating. Wikipedia has a good summary of the B of the Bang’s history.

Are the failures of street lamp spigots in Wellington caused by not fully compensating for our windiness? Duncan Hall, Karori
